Vitaly Mykolayovych Oluyko is a Ukrainian politician.
Doctor of Sciences in Public Administration, Professor; Deputy of the Khmelnytskyi Regional Council (since 2006); head of the Khmelnytskyi regional territorial branch of the Antimonopoly Committee of Ukraine. Honorary Doctor of Khmelnytskyi National University.
Born on January 2, 1961 (Yampil village, Biloghirsky district, Khmelnytskyi region); Ukrainian; father Mykola Fedorovych (1930), mother Vira Petrivna (1938) — pensioners; wife Larisa Oleksandrivna (1960) is a psychologist; daughters Julia (1982) and Tatyana (1984).
Education: Kamianets-Podilskyi Agricultural Institute (1983), mechanical engineer, "Mechanization of agriculture"; Khmelnytskyi Institute of Regional Management and Law, Faculty of Law (1995-1999), lawyer; candidate's thesis "State personnel policy in the region of Ukraine: formation and implementation" (Ukrainian Academy of Public Administration under the President of Ukraine, 2001); doctoral dissertation "Personnel processes in public administration of Ukraine: state and prospects for development" (National Academy of Public Administration under the President of Ukraine, 2006).
